Those who have obtained a Level 5 testing license for the installation (repair, testing) of power facilities can engage in testing activities for power facilities with voltage levels below 10 kV. The applicant shall meet the following conditions:
1. Legal personality and well-established organizational structure
2. Registered capital and net assets of over 3 million yuan
3. The technical director and safety director have more than 3 years of experience in power facility testing and management, and have the qualification for junior or above technical positions in power related majors
4. More than 5 professional technical and economic management personnel, including 3 or more power related engineering and technical personnel
5. 4 or more electricians holding a work permit for entering the network, including 2 or more high-voltage electricians and 2 or more special electricians
6. Establish a sound and effective safety production organization and system, conduct safety training in accordance with the law, and have at least one safety management personnel
7. Fixed business premises with a total area of over 300 square meters, various professional laboratories, and testing equipment for testing power facilities with voltage levels above 10 kV
8. A sound system for managing technical archives
