On March 29th, the National Energy Administration issued a notice on the issuance of the "Guiding Opinions on Energy Work in 2022".
The notice proposes to enhance the supply guarantee capability. The total energy production in China has reached about 4.41 billion tons of standard coal, with crude oil production of about 200 million tons and natural gas production of about 214 billion cubic meters. To ensure sufficient power supply, the installed capacity of electricity will reach about 2.6 billion kilowatts, the power generation will reach about 9.07 trillion kilowatt hours, the peak new power generation capacity will be over 80 million kilowatts, and the transmission capacity of "West East Power Transmission" will reach about 290 million kilowatts.
Steadily promote structural transformation. The proportion of coal consumption has steadily decreased, and the proportion of non fossil energy in total energy consumption has increased to about 17.3%. The newly added electricity can replace about 180 billion kilowatt hours of electricity, and the proportion of wind and photovoltaic power generation in the total electricity consumption of the society has reached about 12.2%.
Focus on improving quality and efficiency. The energy intensity target will be comprehensively considered during the 14th Five Year Plan period, with appropriate flexibility. The average utilization hours of cross regional transmission channels are within a reasonable range, and the utilization rates of wind and photovoltaic power generation continue to maintain a reasonable level. Guiding Opinions on Energy Work in 2022: 2022 is an important year for entering a new journey towards the second centenary goal of building a socialist modernized country in all respects. It is also a crucial year for implementing the 14th Five Year Plan and carbon peak targets, and it is essential to do a good job in energy development and reform throughout the year. In order to thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, and continuously promote the high-quality development of energy, this opinion is formulated.
1、 Overall requirements

Ensure supply and enhance reserves. Coordinate domestic and international energy resources, adapt to changes in the energy market, fully consider potential risks and extreme weather conditions, moderately advance the layout of energy infrastructure, increase reserves, maintain reasonable margins, and resolve various risks and challenges that affect energy security.
Green development and stable carbon reduction. Adhere to the principle of putting establishment first, plan comprehensively, accelerate the development of non fossil energy, consolidate the foundation of safe and reliable substitution of new energy, strengthen the clean and efficient utilization of fossil energy, promote the optimization of the combination of coal and new energy, and steadily promote the green and low-carbon development of energy.
Innovation leads, reform empowers. Enhance the innovation capability of energy technology, focus on tackling green and low-carbon technologies, and accelerate the digital and intelligent upgrading of the energy industry. Deepen the reform of the energy system and mechanism, accelerate the construction of the energy market, and improve the market supervision system. Actively cultivate new growth points and new driving forces.
Serve people's livelihoods and share development. Adhere to putting the people at the center, accelerate the construction of energy and livelihood security projects, continuously optimize the business environment, vigorously improve the level of energy services, promote more and better benefits of energy development achievements to the general public, and provide strong energy security for realizing the people's aspirations for a better life.
Strengthen early warning and strengthen responsibility. Strengthen energy supply and demand monitoring, forecasting, and risk prediction in various regions, prepare contingency plans, strengthen the local government's responsibility for energy supply and the main responsibility of enterprises, fully leverage the supporting role of large enterprises in energy supply, especially state-owned enterprises should take the lead in ensuring supply and stabilizing prices.

2、 Consolidate the foundation of energy supply guarantee
The primary task is to ensure energy security and stable supply, focus on enhancing domestic energy production guarantee capabilities, and firmly hold the energy rice bowl in our own hands.
Strengthen the ability of coal, coal and electricity to provide bottom line support. Coordinate resource continuity and sustainable development of mining areas, and approve a batch of high-quality and advanced production capacity coal mines in an orderly manner. Accelerate the construction and operation of coal mines under construction, and promote the transformation of emergency supply capacity that meets the conditions into normalized capacity. Guided by demonstration coal mines, accelerate the construction and upgrading of coal mine intelligence. Deepen the safety renovation of coal mines. Scientifically plan and construct advanced coal-fired power units, arrange a certain scale of supporting power sources to ensure the safety of power supply and regulating power sources to promote the consumption of new energy as needed, maintain a reasonable margin of installed capacity, and strictly implement the latest technical standards such as coal consumption for new projects. Promote the implementation of supportive policies such as electricity prices, taxes, and loans for coal-fired power enterprises, and encourage them to transform into "power generation+" comprehensive energy service-oriented enterprises and multi energy complementary enterprises.
Continuously enhance oil and gas exploration and development efforts. Implement the 14th Five Year Plan and the implementation plan for oil and gas exploration and development, consolidate annual exploration and development investment and workload, accelerate the development and application of advanced oil and gas extraction technologies, consolidate the good momentum of increasing reserves and production, and resolutely achieve the established goal of returning crude oil production to 200 million tons and continuously and steadily increasing natural gas production by 2022. Actively ensuring stable and increased production of shale gas fields in the Sichuan Basin, and promoting the rapid realization of large-scale and profitable development of shale oil. Focusing on the coalbed methane industry bases in the eastern edge of the Qinshui Basin and Ordos Basin, we will accelerate the exploration of coalbed methane resources and production capacity construction, and promote comprehensive exploration and development of coalbed methane in coal bearing strata. Steadily promote the construction of coal to oil and gas strategic bases.
Actively promote the planning and construction of transmission channels. Based on the planning and development of large-scale wind and solar power bases with a focus on deserts, Gobi, and other areas, as well as the development of power supply and demand, we will actively promote the preliminary work of cross provincial and cross regional transmission channels that have been clearly planned. Once the conditions are met, we will promptly complete the approval procedures. Accelerate the construction of ultra-high voltage channels such as Nanyang Jingmen Changsha, Zhumadian Wuhan, Jingmen Wuhan, Baihetan Jiangsu, and Baihetan Zhejiang. Promote the construction of power grids and power projects supporting key transmission channels, and focus on improving the utilization efficiency of transmission channels and the proportion of renewable energy electricity.
3、 Accelerate the green and low-carbon transformation of energy
Adhere to the principle of prioritizing establishment, thoroughly implement the requirements of carbon peak and carbon neutrality targets, thoroughly implement the "14th Five Year Plan" for the development of renewable energy, vigorously develop non fossil energy, focus on cultivating new energy industries and models, and continuously optimize the energy structure.
Vigorously develop wind and photovoltaic power. Intensify efforts to plan and construct a new energy supply and consumption system based on large-scale wind and solar bases, supported by clean, efficient, advanced, and energy-saving coal-fired power plants in their surrounding areas, and supported by stable, safe, and reliable ultra-high voltage transmission and transformation lines. Optimize the layout of offshore wind power, carry out demonstration projects for deep-sea wind power construction, and steadily promote the construction of offshore wind power bases. Actively promote the construction of water wind solar complementary bases. Continue to implement the development and construction of distributed photovoltaic systems on rooftops throughout the county, and strengthen the supervision of implementation. Organize and carry out the "Thousand Villages and Thousands of Villages Wind Control Action" and "Thousand Families and Thousands of Households Mu Guang Action" according to local conditions. Fully utilize the land and rooftop resources of oil and gas mining areas, industrial mining areas, and industrial parks to develop distributed wind and photovoltaic power. Establish a sound mechanism for ensuring the consumption of renewable energy electricity, release the responsibility weights for each province's consumption in 2022, and improve the green power certificate system for renewable energy generation.
Orderly promote the construction of major hydropower and nuclear power projects. We will promote the preliminary work of hydropower development in the lower reaches of the the Yarlung Zangbo River, complete and put into operation all units of Baihetan and Lianghekou hydropower stations, accelerate the construction of Mengdigou hydropower stations on the Yalong River and Yangqu hydropower stations on the Yellow River, and promote the approval of Xulong hydropower station. The installed capacity of hydropower will reach 410 million kilowatts. Build and operate nuclear power units such as Fuqing 6, Hongyanhe 6, Fangchenggang 3, and high-temperature gas cooled reactor demonstration projects, actively and orderly promote the approval and construction of new coastal nuclear power projects while ensuring safety. Actively developing new energy industries and models. Accelerate the construction of "Internet plus" charging facilities and optimize the layout of charging network. Organize and implement the pilot program for centralized heating and comprehensive utilization of nuclear energy, and promote the comprehensive utilization of nuclear energy. Carry out renewable energy hydrogen production demonstration according to local conditions, explore the development path and commercial application path of hydrogen energy technology. Carry out geothermal power generation demonstrations, support medium to high temperature geothermal power generation and dry hot rock power generation, and actively explore solar thermal power generation demonstrations as supporting and regulating power sources. Accelerate the demonstration of non grain biofuel ethanol industry such as cellulose. Steadily promote the diversified development and utilization of biomass energy. Vigorously develop comprehensive energy services, promote energy conservation, efficiency improvement, cost reduction, and carbon reduction.
4、 Enhance the resilience and elasticity of the energy supply chain
Adhere to bottom line thinking and problem orientation, strengthen energy storage and transportation, regulation, and demand side response capabilities, and effectively ensure stable energy supply.
Strengthen energy storage and transportation capabilities. Promote the construction of major pipeline network projects such as the southern section of the China Russia East Line, the middle section of the West Third Line, the West Fourth Line, the Sichuan East Gas Pipeline II, and the Longkou LNG Wen 23 gas storage facility. Accelerate the construction of bottleneck interconnection and inter provincial connectivity channels, strengthen the protection of oil and gas pipelines, and consolidate the safe and stable operation level of cross-border oil and gas import channels. Accelerate the construction of LNG receiving stations and storage facilities along the coast, as well as projects such as the expansion and capacity of underground gas storage facilities worth billions of cubic meters in North China and Northwest China. Strengthen coal production capacity reserves and construct a number of coal reserve bases in coal consumption distribution centers, railway transportation hubs, and key ports.
Accelerate the construction of power system regulation capacity. Accelerate the construction of leading reservoirs, enhance the regulation and storage capacity of the basin, and alleviate the problem of power shortage during the dry season and peak shaving capacity shortage during the flood season in some areas. Promote the formulation of medium and long-term plans for pumped storage in each province and the approval work plan for the 14th Five Year Plan, and accelerate the construction of a number of pumped storage power stations. On the premise of ensuring stable power supply and meeting power demand, actively promote the "three reforms linkage" of energy-saving and consumption reduction transformation, heating transformation, and flexibility transformation of coal-fired power units. Implement the "14th Five Year Plan" for the development of new energy storage, track and evaluate the first batch of scientific and technological innovation (energy storage) pilot demonstration projects, implement pilot demonstrations around different technologies, application scenarios, and key areas, and study the establishment of a supporting energy storage construction and operation mechanism for large-scale wind and photovoltaic bases. Solidly promote the construction of solar thermal power generation projects in large-scale wind and photovoltaic bases in desert, Gobi, and desert areas.
Enhance the responsiveness of energy demand side. Establish sound time of use electricity pricing and peak valley electricity pricing, support diversified development of user side energy storage, fully tap the potential of demand side, and guide power users to participate in virtual power plants, peak shaving and valley filling, and demand response. Further optimize the management measures for orderly use of electricity and natural gas to ensure the safety of the people, strengthen interruptible load management, streamline business processes and standards, and accurately implement energy management. Optimize and improve the main grid structure of the power grid, lay out energy storage on the grid side at key nodes, enhance the level of inter provincial power complementarity and mutual assistance, and encourage users to invest in the construction of smart microgrids that mainly consume new energy. We will plan and construct a number of integrated and multi energy complementary projects that take into account and comprehensively utilize the regulatory capabilities of various entities involved in source network load storage.
5、 Enhance the modernization level of the energy industry
Intensify efforts to tackle energy technology equipment and core components, actively promote the digital and intelligent upgrading of the energy system, and enhance the modernization level of the energy industry chain.
Strengthen energy technology research and development. Accelerate the implementation of the 14th Five Year Plan for Science and Technology Innovation in the Energy Sector. Continue to focus on major nuclear power technology projects and the Action Plan for Nuclear Power Technology Enhancement, and accelerate the development and demonstration of small-scale reactor technology. Implementing a number of major technological innovation projects through the "unveiling and leading" approach, consolidating the technological and equipment advantages of clean and efficient utilization of renewable energy and coal, and accelerating breakthroughs in key technologies of a new type of power system. Continuously promote the technological equipment research and development of energy shortcomings, with a focus on key areas such as gas turbines, oil and gas, ultra-high voltage transmission, control systems, and chips. Promote innovation and demonstration projects in offshore wind power technology, and explore centralized transmission and operation and maintenance models. Accelerate the research on key low-carbon, zero carbon, and negative carbon technologies such as new energy storage and hydrogen energy.
Accelerate the digital upgrade of the energy system. Actively carry out intelligent upgrades of equipment, facilities, and process flows in coal mines, oil and gas fields, pipeline networks, power grids, power plants, and other fields. Promote the coordinated development of smart energy such as distributed energy, microgrids, and multi energy complementarity with smart cities and parks. We will strengthen the promotion and application of new technologies such as the Beidou system, 5G, and Guomi algorithm, as well as the intelligent technology of "Internet plus security supervision" in the energy field. Adapt to the development of digital, automated, and networked energy infrastructure, establish an intelligent scheduling system, achieve source network load interaction, multi energy collaboration and complementarity, and intelligent regulation of energy demand. Implement innovative application pilot of "blockchain+energy".
Promote the improvement of the energy innovation support system. Carry out an action plan to improve carbon peak and carbon neutrality standards in the energy sector, and accelerate the construction of a carbon peak and carbon neutrality standard system in the energy sector. Several innovative platforms will be established around six key areas, including new power systems, new energy storage, hydrogen and fuel cells, carbon capture, utilization and storage, digital and intelligent energy systems, and energy system security. Carry out innovation platform optimization and rectification work, actively undertake national energy technology innovation tasks. Carry out the evaluation of the first set of technical equipment in the energy field in 2022 and promote its demonstration application. Improve policies and measures that rely on engineering to promote innovation and demonstration applications of energy technology and equipment.
6、 Improve the level of energy services
Continuously optimizing the business environment, coordinating the supply of coal, electricity, oil, and gas, increasing efforts to ensure energy security for people's livelihoods, and continuously improving the energy consumption level of the whole society.
Continuously deepen the reform of "streamlining administration, delegating powers, and improving services". Promote the notification and commitment system for energy sector licenses, and facilitate the full coverage of the "license separation" reform. Comprehensively improve the level of "obtaining electricity" services, vigorously promote the installation of "three zero" services for residential users and small and micro enterprise users with 160kW and below, and the installation of "three provinces" services for high-voltage users. Introduce the "Interim Measures for Power Reliability Management" to promote the deep extension of reliability work to planning and construction, equipment manufacturing, operation and maintenance, and other aspects. Optimize enterprise related services, overcome bottlenecks, and create a favorable environment for the development of new industries, business models, and modes such as distributed generation trading, microgrids, and comprehensive energy services.
Focus on improving energy consumption conditions. Continue to implement the rural power grid consolidation and improvement project, and enhance the level of power supply guarantee for rural power grids. Give full play to the role of renewable energy heating, continue to promote clean heating in northern regions, and do a good job in special supervision of clean heating. Introduce guidance on promoting the substitution of electricity, and expand the depth and breadth of electricity substitution. Deepen the national special action to upgrade the quality of refined oil products and ensure the comprehensive supply of national standard 6B automotive gasoline nationwide by January 1, 2023. Enhance the intelligence level of urban power grids, meet the flexible integration of distributed power sources for on-site consumption, electric vehicle charging facilities, new energy storage and other diversified loads.
7、 Enhance energy governance capabilities
Strengthen the role of legislation, planning, reform, and regulation, enhance energy situation monitoring and prediction, continuously improve energy governance systems, and enhance energy governance efficiency.
Strengthen energy situation analysis and demand forecasting. Promote the construction of an energy supply and demand analysis system, strengthen the analysis and judgment of potential problems with emerging tendencies, and improve the mechanism for reporting energy data information. Organize rolling monthly and quarterly energy demand forecasts by province and region. In areas where there may be temporary or regional supply and demand shortages, measures should be planned in advance from the aspects of resource allocation, infrastructure layout, and new production capacity to ensure stable energy supply and prevent market supply and price fluctuations.
Intensify energy regulation efforts. Deepen the supervision of natural monopoly links such as the power grid and oil and gas pipeline network, increase the supervision of fairness and openness, scheduling transactions, price costs, contract performance, and power grid purchasing, and strengthen the supervision of coal inventory, unplanned shutdowns, unit output disruptions, and orderly electricity consumption. Strengthen energy administrative law enforcement work, improve and perfect the regulatory law enforcement system, and seriously investigate and punish behaviors such as "three designations" for user power supply projects and illegal power supply to virtual currency "mining" projects. We will give full play to the role of the 12398 energy supervision hotline, open up new channels for complaints and reports such as the Internet, and promptly study and solve outstanding problems reflected by the people.
Strengthen power safety control. Implement the governance concept of "four safety", establish a scientific and quantitative supervision and management index system, pilot the standardization of power safety production, promote the research and application of new safety technologies, carry out safety culture construction, and build a safety audit work mechanism and training system. Deepen the "quarterly meeting weekly report" power safety risk classification control and hidden danger investigation and management listing supervision and notification mechanism, promote the safety risk assessment of major energy infrastructure, strengthen the safety risk control of DC systems and important transmission channels, carry out safety supervision of key construction projects under construction and new energy power generation projects, and strengthen the investigation and management of hidden dangers in hydropower dams. Promote the construction of the power emergency command center, situational awareness platform, and network security shooting range, organize supervision and inspection of key information infrastructure security protection, and promote emergency drills for large-scale power outages. Refine and improve the power supply guarantee plan for major events to ensure the safety of electricity consumption for major events such as the 20th National Congress of the Communist Party of China.
Accelerate energy legislation and planning implementation. Promote the formulation of energy laws, and advance the revision of electricity laws, renewable energy laws, coal laws, and petroleum reserve regulations. Efforts should be made to implement the "14th Five Year Plan for the Modern Energy System" and various sub field plans, and to carry out the tasks and measures specified in the "Implementation Plan for Promoting Green and Low Carbon Energy Transformation and Doing a Good Job in Carbon Peak Work" and "Opinions on Improving the System, Mechanism, and Policy Measures for Green and Low Carbon Energy Transformation". Strengthen the coordination and integration of planning policies, enhance the supervision of energy planning, policies, and the implementation of major projects, and promote the effective implementation of policies. Strengthen policy reserve research for implementing the new energy security strategy in response to new situations and requirements.
Deepen market-oriented reforms in key areas. Promote the construction of a unified national electricity market system, and do a good job in the construction of electricity markets in the southern, Yangtze River Delta, Beijing Tianjin Hebei and other regions. Establish a market system that organically connects medium - and long-term trading, spot trading, and ancillary service trading, and promote the transition of qualified electricity spot pilot projects to long-term operation. Actively promote distributed power generation and direct transactions with users nearby. Improve the power dispatching and trading mechanism, and promote fair and open access to power grids and oil and gas pipeline facilities. Support and guide provincial-level pipeline networks to integrate into the national pipeline network in a market-oriented manner, actively promote the construction and interconnection of oil and gas trunk pipelines, promote the separation of operation and sales of provincial-level pipeline network operators, and encourage users to independently choose gas supply routes and entities.
8、 Deepen the promotion of international cooperation in high-quality energy
With the goal of high standards, sustainability, and benefiting people's livelihoods, we will consolidate the foundation of energy cooperation, expand the space for energy cooperation, strengthen the risk prevention and control network, and strive to achieve higher levels of cooperation, higher investment returns, higher supply quality, and higher development resilience.
Solidly promote pragmatic cooperation in energy. Strengthen energy and resource cooperation with relevant countries while effectively preventing foreign investment risks. Strongly support the green and low-carbon development of energy in developing countries. Consolidate and deepen cooperation and trade in the traditional energy sector, pragmatically promote overseas cooperation in the nuclear power field, build and operate overseas energy cooperation projects well, and deepen the interconnection of surrounding electricity. Strengthen exchanges and cooperation with countries in areas such as green energy and smart energy. A number of green energy cooperation demonstration projects have been built to make green the foundation of the joint construction of the "the Belt and Road".
Deepen international exchanges and cooperation. Adhere to the principle of mutual consultation, joint construction and sharing, promote the concept of openness, green and integrity, and create a green and inclusive "the Belt and Road" energy cooperation partnership. Strengthen communication and cooperation with international energy organizations. Strengthen risk management and control of overseas projects. Implement the risk prevention and control system, tighten the main responsibility of enterprises and the management responsibility of competent departments. We will coordinate the promotion of epidemic prevention and control and international cooperation in energy, and make every effort to ensure the safety of overseas assets and personnel. Standardize the overseas business activities of various enterprises, eliminate vicious competition, and safeguard national interests and image.
The energy regulatory departments of each province (region, city), the dispatched agencies of the National Energy Administration, and relevant energy enterprises should take effective measures based on this guidance, combined with the actual situation of their respective regions and enterprises, to fully implement various tasks, ensure energy security and stable supply, promote low-carbon transformation and high-quality development of energy, and provide stable and reliable energy security for the comprehensive construction of a socialist modernized country.
