Under the guidance of the National Development and Reform Commission, it has further implemented the market-oriented reform of coal-fired power generation on grid electricity prices, standardized the work of power grid enterprises in purchasing electricity, studied and issued implementation measures and service measures, comprehensively implemented the market-oriented reform of electricity prices, served electricity users and power generation enterprises, and made every effort to ensure safety, power supply, people's livelihood, and key areas, promoting the smooth operation of the economy and society.
1、 Fully implement the market-oriented reform of coal-fired power generation grid electricity prices. Strictly implement the principle of all coal-fired power generation entering the electricity market, and form the on grid electricity price through market transactions within the range of "benchmark price+fluctuation"; Strictly implement the principle that the fluctuation of trading prices in the coal-fired power generation market should not exceed 20%, and the market trading electricity prices of high energy consuming enterprises are not subject to the 20% fluctuation limit.
2、 Widely carry out proxy electricity purchase user notification. For users who have not directly purchased electricity from the electricity market, State Grid provides proxy electricity purchasing services. When selling electricity to proxy users for the first time, notify users at least one month in advance. For industrial and commercial users with high voltage of 10 kV and above, inform them one by one to ensure that users are informed of relevant policies in a timely manner; For low-voltage industrial and commercial users, they will be widely announced and answered with questions through various online and offline service channels such as the "online state grid" APP, WeChat official account, power supply business hall, 95598 telephone, etc., so as to provide consulting services for power users in a timely manner and strive to know everything they need.
3、 Provide convenient proxy electricity purchasing services. Relying on the "Online State Grid" online service platform, we will improve our service functions, enrich our service products, and provide convenient and efficient services such as policy consultation, contract signing, business processing, and electricity bill inquiry for the vast number of proxy electricity purchasing users. We will create a "one-stop" service platform for State Grid's proxy electricity purchasing around the clock, vigorously promote online, mobile, and fingertip services, and enhance user perception and service experience. Smooth the information exchange between the "Online State Grid" and the electricity trading platform, and actively support industrial and commercial users to directly participate in electricity market transactions.
4、 Strictly ensure the disclosure of information on proxy electricity purchases. Optimize and adjust business processes and systems around the proxy electricity purchase business, and strictly implement policies related to the disclosure of proxy electricity purchase information. According to the requirements of the competent department, the agent purchase price of electricity shall be announced through online and offline channels such as the "Online State Grid" APP and the power supply business hall 3 days in advance; Monthly release of information related to proxy electricity purchases; Clearly display the detailed electricity prices of proxy purchasing users in the electricity bills of industrial and commercial users.
5、 Ensure stable electricity prices for residents and agriculture. Residents (including public welfare users such as schools, social welfare institutions, and community service centers that implement residential electricity prices) and agricultural electricity are guaranteed and supplied by the State Grid, and the current catalog sales electricity prices are implemented. After canceling the sales electricity price of the industrial and commercial user directory, in accordance with relevant government regulations, the newly added profits and losses generated to ensure the stability of electricity prices for residents and agriculture shall be shared or distributed by all industrial and commercial users on a monthly basis.
6、 Build and provide trading services for the electricity market. To provide services such as market registration, policy interpretation and promotion, trading rule training, and participation in trading for newly added industrial and commercial users who choose to directly participate in market transactions. Provide platform services for relevant market entities to negotiate transactions, modify contracts, etc. Actively cooperate with government regulatory departments to orderly open up various power generation plans, improve the rules for medium and long-term electricity trading, accelerate the construction of the electricity spot market, strengthen the construction of the auxiliary service market, explore the establishment of a market-oriented capacity compensation mechanism, and improve the electricity market system.
